Planning and Development Unit

Overview:
The Planning and Development Unit is one of the strategic pillars of Palestine Ahliya University. It aims to support the academic and administrative progress of the university by promoting a culture of quality, developing strategic plans, and enhancing institutional performance. The Unit plays a leading role in developing academic programs and achieving national and international accreditation standards. It also works to improve the university’s ranking locally and internationally by supporting scientific research and expanding academic partnerships.
The Unit strives to foster an educational environment grounded in excellence and innovation, with a strong focus on continuous development and quality assurance across all university operations, including teaching, research, services, institutional planning, and international cooperation.

Vision:
To achieve continuous development and strategic planning that positions the university as a leading institution at both the local and global levels.

Mission:
To strengthen integrated planning and development processes that contribute to high-quality education and services, ensuring holistic institutional growth.

Objectives:

• Develop and implement strategic and developmental plans aligned with the university’s vision and mission.
• Advance academic programs and introduce new disciplines that meet labor market needs.
• Support the university’s efforts to obtain national and international accreditation for academic programs.
• Foster academic and research exchange through engagement in programs such as Erasmus+ and the Arab Council for Academic Exchange.
• Enhance the university’s standing in regional and global rankings by supporting scientific research and international partnerships.
• Provide support to senior management through analytical reports and development proposals based on evaluation outcomes.

Quality Assurance Unit

Overview:
The Quality Assurance Unit was established at the beginning of the 2011/2012 academic year in alignment with the strategic vision of Palestine Ahliya University, which aspires to achieve competitiveness in teaching, learning, scientific research, and community service. The Unit ensures the implementation and enhancement of quality standards across all university sectors.

Its role includes supervising and monitoring the implementation of the quality framework within academic processes, as well as defining legislative policies governing academic operations to meet national and international quality requirements. The adoption of a quality culture at the university has contributed significantly to its distinction in teaching, research, and various other academic areas.

Vision:
To be a leading reference in applying quality standards that ensure excellence in the university’s academic outputs locally, regionally, and internationally.

Mission:
The Unit seeks to promote and apply a culture of quality across academic and administrative work, guiding the university toward excellence in teaching, learning, research, community service, human resources, and all services that support academic operations. This is achieved by complying with local and international quality assurance standards and benefiting from successful global experiences.

Objectives:

1. Establish and update a clear and comprehensive framework of standards for the quality of academic outputs across all programs.
2. Contribute effectively to the accreditation files of new academic programs and their review.
3. Play an active role in developing and reviewing the university’s academic and administrative policies, procedures, and regulations.
4. Support the university in fulfilling its mission and goals in areas related to the quality of academic and administrative performance.
5. Assist faculties and departments in setting standards, developing measurement tools for academic output quality, and implementing monitoring and self-assessment processes.
6. Design academic and administrative forms in cooperation with the Academic Affairs Department and relevant units, and assist in their implementation.
7. Prepare studies related to academic quality and market needs for program accreditation and other developmental areas.
8. Participate in implementing and overseeing the university’s strategic plan.
9. Organize awareness and training workshops and seminars on quality assurance, excellence in teaching and learning, and related topics.
10. Represent the university in committees, projects, and activities related to quality and accreditation.
